On the  occasion  of the 90th anniversary of the founding  of the CPC, the  11th    party  congress of the CPC Dalian , which focus   the attention of the  whole people of Dalian , opened  on the 13th. July 2011.Mr. Cheng Ming  Gao , the party secretary  of CXC, attended the  party congress as  the   member  of congress  team of    Wafangdian.

This  congress was   very important    one held    in the opening year of the 12th  five-year plan of our city . The congress had  approved  the report  made  by Tang Jun on behalf  of the 11th . party committee of CPC Dalian  named “ Holding high the great banner of the socialism with the Chinese  characteristics, and striving hard  to build  a modern  and  international city  of rich , beautiful and civilization. The  congress  had completely summed up the main  work done since the opening of the 10th party congress  of CPC Dalian , had discussed and  ascertained  the  guiding ideology  of the development  in  the  future period  to come , the  goal of working ,  the major  task and  the strategic  measures .The  congress  had   worked  out  a  development  plan   for  the forthcoming  five years  by  taking the scientific  outlook  on development  as well as the  speeding  up of the   transformation of   economic development  mode as  the main principles, and   had made a strategic deploy by taking the  people’s livelihood  first  as a guide During the  period of the 12th five-year plan.

The congress had  elected  the leading group  of  the new Party committee of CPC Dalian and the Discipline Inspection Committee of CPC Dalian .the will lead the people of the whole city  to make the  city  become more prosperous  during the   period of  the 12th five –year plan .
